use assigned EM_XTENSA value

The Xtensa port of BFD has been using an old, unofficial value for
ELF_MACHINE_CODE for some time.  The official EM_XTENSA value has been
recognized but not used.  This was for backward compatibility with some old
tools that did not recognize the new value.  It's been long enough, though, so
I'm switching to use the official value now.  Tested by running the testsuites
with an xtensa-elf target, and committed on the mainline.
