[pushed/8.1] gdb/NEWS: Rename "Changes since 8.0" into "Changes in 8.1".

Joel Brobecker
Hello,

I just pushed the following update to the NEWS file on 8.1.
Not strictly needed for a pre-release, but this does help prepare
for the official release...

gdb/ChangeLog:

        * NEWS: Rename "Changes since 8.0" into "Changes in 8.1".

Pushed to gdb-8.1-branch.

Thanks,
--
Joel
