[ob] Remove some obsolete vfork macros

These haven't been defined anywhere since nm-hppah.h bit the dust.

        * infrun.c (handle_inferior_event): Don't call
        ENSURE_VFORKING_PARENT_REMAINS_STOPPED.
        * target.h (ENSURE_VFORKING_PARENT_REMAINS_STOPPED): Delete.
        (RESUME_EXECD_VFORKING_CHILD_TO_GET_PARENT_VFORK): Delete.
