Update of byn_ER for Unicode 4.1

Greets,

Below is a patch that will update the byn_ER locale so that the 6th
month name is spelled properly.  The correct spelling was not possible
prior to the definition of the required character (U+131F) in Unicode
4.1 (March 31, 2005), so a common work around was applied:

Hi,

this character has also to be added to localedata/charmaps/UTF-8,
otherwise it is transliterated into GWa by the following line
from ti_ET:
  <U131F>    <U0047><U0057><U0061>

In any case, you need to file a bug in bugzilla so that your patch
is being considered.
