Toplevel configure.in patch for blackfin

Here's a patch to correct a syntax error in the toplevel configure.in
(brackets get killed by autoconf).  For GCC, I assume this is OK even
now since it's a (minor) regression.  For binutils, can I have
permission to check this in?

        * configure.in: Use test instead of brackets in if statement.
        * configure: Regenerate.
