PATCH: Update as/ld NEWS files to mention @file

Mark Mitchell

Even while the texi2pod.pl patch is under review (and thus the updates
to the as/ld manuals are on hold), I could still comply with Nick's
request to mention @file in the as/ld NEWS files.  

So, I checked in the following patch, borrowing Nick's working from
the binutils NEWS file.
