Incorrect default arm object attributes

The attached patch fixes a thinko in aeabi_set_public_attributes. This meant
if no cpu/arch was specified the object would be marked as armv6t2 rather
than based on what instructions are used.

Tested with cross to arm-none-eabi.
Applied as obvious.
