[Bug localedata/3322] New: Serbian locale for Serbia (sr_RS): replaces sr_CS

The new Serbian locales for Serbia are attached.  They are almost exactly the
same as sr_CS, except that they reintroduce Latin collation rules from older
sr_YU ones (these have been extensively tested in the meantime).

They also include a fix for first_weekday, i.e. commented out conflicting week
declaration (related to bug #2388).

I am also including Serbian Latin locale, with the modifier name chosen to suit
others in GNU libc (sr_RS@latin).

I have kept CSD as the international currency until it is officially changed to RSD.

I am not sure if sr_CS should be added to locale.alias now and removed from GNU
libc, or not.

I am not going to add anything to locale.alias, that file is obsolete.

I need information whether removing the locale is acceptable or not.

I also need to know whether defining only a UTF-8 locale is sufficient as I did
it for sr_ME.  There is no existing practice for sr_RS so far which makes this
the best point to switch over.

It sure is sufficient IMHO: ISO-8859-5 eg. doesn't contain proper Serbian
quotes, and accented Cyrillic letters are impossible to get without full Unicode
support.

Any news on this, Ulrich? It sure is enough to have only sr_RS.UTF-8 and
sr_RS.UTF-8@latin (i.e. you can remove sr_CS, and use only UTF-8).
