There is no need to add these locales, users can already
achieve the exact same result by setting
  LANG=fi_FI
  LC_TIME=en_DK
  LC_MESSAGES=en_DK
or similarly with UTF-8 variants.

Yes but in many Linux distributions default if I select in installation program
state: Finland and language: English it try find locale en_FI and if there isn't
it select locale en_US and then paper, clock and etc. settings is wrong.

Look: https://launchpad.net/distros/ubuntu/+source/localechooser/+bug/37138

Many people in many countries speak English and many people in many countries
speak other langauges than the official ones.  We will not have all the
combinations in glibc,  Ever.  Only a few historical accidents like en_DK exist.
 All the others are locales for the official languages and nothing else.  You
can add your own locale, this is why localedef is standardized.

It is possible separate language and country settings?
Example like this:
in /usr/share/i18n/languages is language files: en, fi, sv, etc...
in /use/share/i18n/countries is country files: UK, US, FI, etc...

and when I set in file /etc/locales.gen lines:
en_US.UTF-8
en_FI.UTF-8
fi_FI.UTF-8
etc...

and run locale-gen it make locales to me. And if use example locale en_FI.UTF-8
language is English everywhere in time and day informations too, system uses
Finland locale setting  (paper, time show, etc...), charset is UTF-8.

Where I must add bug to this?
