[Bug libc/3189] New: remap_file_pages() should depend on _GNU_SOURCE

In <sys/mman.h>, remap_file_pages() is exposed if __USE_MISC is set, that is if
_BSD_SOURCE or _SVID_SOURCE is defined.  

Since remap_file_pages() is Linux specific, this declaration should instead
depend on _GNU_SOURCE.
